OpenAI to Implement Watermarking for ChatGPT Outputs in the EU

OpenAI has announced its plans to begin automatically watermarking text generated by its ChatGPT model within the European Union. While the watermarking feature will also be available in other regions, it will remain disabled outside the EU by default.

This initiative is a response to the new regulations set forth by the EU AI Act, which went into effect in August. The act mandates that outputs produced by AI models should contain identifiable markers detectable by other tools. However, the effectiveness of current methodologies for achieving this remains questionable. Existing standards, such as SynthID and the C2PA project, have their vulnerabilities and can be bypassed with relative ease by those knowledgeable enough.

OpenAI’s watermarking technique, referred to as textGrain, follows a proprietary approach. The company has published a technical paper that outlines its operational mechanics. Essentially, this method integrates imperceptible patterns into word selections that do not alter the overall quality of the text. Those equipped with a specific key can then utilize designated detectors to recognize these patterns. OpenAI plans to grant access to this detection tool to a select group of researchers and organizations, with an approval process for additional requests anticipated over time.
