Finland Suspends Construction of Two Google Data Centers Amid Concerns

Finnish authorities have put a stop to construction work at two sites designated for Google’s planned data centers, raising alarms about the removal of over 300 hectares of forest. This development comes just weeks after Google unveiled a significant investment of €13 billion (£11 billion; $15 billion) in Finland, marking its largest single investment in Europe.

The Finnish Supervisory Agency (LVV) reported that construction at one of the sites began without undergoing the required environmental impact assessment. Consequently, they mandated that operations which could “significantly alter the environment” be halted by October 23.

In response, Google acknowledged its shortcomings, stating that it had “fallen short of our own high standards in this instance” and pledged to adhere to the agency’s directives.

The suspension relates specifically to preparatory actions taken at the proposed data center locations in Muhos and Kajaani. According to Tommi Muilu, head of the LVV’s environmental division, activities at these sites included tree and topsoil removal, construction of access roads, establishment of storage facilities, and modifications to drainage ditches.

Tuike Finland, the firm managing Google’s data center initiatives, is required to clarify its plans and provide a roadmap for future actions by October 14. The agency has indicated it may initiate “enforcement proceedings” if the company does not comply.

Hanna Halmeenpaa, chair of the Finnish Association for Nature Conservation, previously voiced concerns that “nature sites which should be preserved” have been cleared. Her organization has advocated for work to be paused while environmental implications are thoroughly assessed.

In a statement to the BBC, Google remarked, “We understand the concerns and have fallen short of our own high standards in this instance.” The company claimed it acted in “good faith under the Forestry Act,” conducting ecological surveys and implementing measures to safeguard areas of significant environmental value.
